Norfolk police refers itself to IOPC over 999 call from home where bodies found

A 999 call from a residence where four individuals, including two young children, were later discovered deceased went unanswered by police. Norfolk police reported that a man made the initial call at around 6 am on Friday, but no officers were dispatched at that time. Approximately an hour later, another call from a member of the public prompted police to send officers. They forcibly entered the house around 7:15 am, finding the bodies of two young girls, a 45-year-old man, and a 36-year-old woman.

On Saturday, the police disclosed that they had self-referred to the Independent Office for Police Conduct regarding their failure to respond to the initial 999 call. The force had already referred itself on Friday in connection to a separate matter related to a missing persons inquiry at the same address in Costessey, near Norwich, eleven days before Christmas.

While the identities of the deceased have not been formally confirmed, the man has been locally identified as Bartlomiej Kuczynski, a Polish engineer who is believed to have lived with the two children, likely his daughters. The woman found dead is reported to have been visiting and residing elsewhere. All four individuals are believed to be part of the same family.

DCI Chris Burgess, from the Norfolk and Suffolk major investigation team, stated that postmortem examinations for the man and woman are scheduled for tomorrow, with examinations for the two girls scheduled for Wednesday. Details about the injuries sustained by the deceased will not be disclosed until after these examinations have taken place.

Police, who confirmed they are not seeking anyone else in connection with the incident, were patrolling the area over the weekend. Neighbors expressed their condolences by leaving flowers and cards outside the house, while local churches offered spaces for people to light candles and pray. The police watchdog is assessing a referral from Norfolk Constabulary regarding prior contact with the address and is determining whether an investigation is necessary.

Forensic examinations are ongoing, and a cordon remains in place as detectives conduct house-to-house inquiries and review CCTV footage. The tragic incident has deeply affected the local community, prompting uniformed officers to patrol the area for the well-being of residents.
